How about:

    </logic:equal>
    <logic:equal ...>

    </logic:equal>

BTW, you might look into the similar JSTL tags: if and choose.  They 
will likely have a longer life than the Struts equivalents.  My 
philosophy is to use JSTL whenever possible.
