What you mean by attaching the file locally is just placing your .jar file
into a directory on your server that becomes part of your classpath. This
has nothing to do with how you declare a tag library inside the JSP. It only
lets the server load the appropriate class files that are needed to execute
the custom tag functionality.

Try to find a tutorial on how to declare a custom tag inside a JSP and go
from there. One tutorial, although pretty short, could be found at:
