Comment:
Remedied my svn_repos_hooks_setenv() complaint in r1464079.

  New functions:

   * `svn_ra_do_switch3` -- Currently being discussed on dev@ ([[http://mail-archives.apache.org/mod_mbox/subversion-dev/201303.mbox/%3C1363189028.15880.YahooMailNeo@web186101.mail.ir2.yahoo.com%3E|thread]])

- New functions:

- * `svn_repos_hooks_setenv` -- If `result_pool` is supposed to be the same pool as the one
from which the svn_repos_t was allocated, why not enforce this by adding a `pool` to the (private)
svn_repos_t structure and using it, eliminating the `result_pool` parameter to this function?
 Also, there's been on-list discussion about the fact that on Windows, hooks by default do
''not'' run in an empty environment. Seems we need to clarify this statement or fix our behavior.
