In the "How do I set repository permissions correctly?" section of https://subversion.apache.org/faq.html,
it states the following for Fedora Core 3:
chcon -R -h -t httpd_sys_content_t PATH_TO_REPOSITORY

That is no longer sufficient. For Red Hat Enterprise Linux 7 and equivalent servers, it seems
the following needs to be done:

​semanage fcontext -a -t httpd_sys_rw_content_t "/PATH/TO/repos/.*"
restorecon -R /PATH/TO/repos
