One of the ways in which the workflow for a security release differs from that of a normal
release is that the {{?update=YYYYMMDDhhmm}} parameter to download.cgi needs to updated in
subversion.apache.org's sidebar and used in the emailed release announcement.

This needs to be documented clearly in the release procedure documentation in HACKING (possibly
by reference to the [www.apache.org/dev/|http://www.apache.org/dev/] or [www.apache.org/security/|http://www.apache.org/security/]
documentation of this parameter, but in such a way that an RM doing a security release will
follow the reference).
