Can you access the repository without IE 6 by doing a checkout and
commit? If so, it's pretty much working according to specs. Yes, it's
neat to be able to see your repository via IE and putting in the
checkout URL, but that's not a must have feature.

If you want to access your repository via IE, you should use a package
like Sventon (my favorite), ViewVC, or a commercial one like Fisheye.
Not only do they show you the current version, but they also show you
previous versions, the log, and diffs. They all work directly off the
repository using file:// protocol, so they bypass Apache. Sventon and
Fisheye can also use standard client acccess via svn://, svn+ssh://,
http://, and https://, so they don't have to be on your Subversion
repository server itself.

Other people on this list might be able to point you to the exact
issue you're having, but if everything else is working, it probably is
not worth your time and effort to track it down.

I call it "tirage". Others calling it being a lazy goof. Either way,
when 5:00 comes around, I'm out of here.
