This is command returns a double entry for each of the files which
changed between two versions. The Tortoise client displays a single
entry. 

c:\>svn diff --summarize -r 3:7
https://x.x.com/svn/muxbopcs_svn/trunk/GEMUX/LocalScreens 
https://x.x.com/svn/muxbopcs_svn/trunk/GEMUX/LocalScreens >
c:\temp\rel1.6.txt

Do you know why that is happening?

Yes, there is: svn diff --summarize -r REV1:REV2 URL
