I have the same on my FreeBSD box, but Subversion's configure doesn't
use link-libtool so the -R doesn't propagate into Subversion's Makefile:

  $ pkgconf serf-1 --cflags
  -I/usr/local/include/serf-1  
  $ pkgconf serf-1 --libs-only-l
  -lserf-1  
  $ pkgconf serf-1 --libs
  -L/usr/local/lib -lserf-1  
  $ apr-1-config --link-libtool
   -L/usr/local/lib -R/usr/local/lib -lapr-1
