Subject charset issues

I've gotten further along insofar as updating to .18.5 but, am not faced
with a charset issue. I tried appending the .db name with a charset
directive which didn't work. Is there a fix for this? I haven't upgraded to
PHP7 but, if SS is stable with 7 I can always try that.
