Currently synapse tasks do not support the task attribute "startTime" and "endTime" which
enables a particular user to configure a particular task to be run/stopped at a user specified
time. Although "startTime" and "endTime" are attribute of the TaskDescription itself, TaskDescriptionSerializer
and TaskDescriptionFactory do not take them into account while serializing and de-serializing
Task Descriptions. I believe, this would be a nice to have feature under synapse task so that
it would enable users to execute/stop the desired tasks at any given time depending on the
requirement.
