Hiranya Jayathilaka resolved SYNAPSE-954.

Patch applied with some modifications:

1. Removed the "enable" attribute on the parameter configuration. Now if the parameter is
available in the axis2.xml, the cert vertification feature will be enabled. If the parameter
is missing/commented-out, the feature will be disabled. This is consistent with how we configure
other parameters in the Synapse axis2.xml file.

2. Changed the CacheDuration parameter (in axis2.xml) to CacheDurationMins. Otherwise users
have to lookup documentation just to figure out the time unit of the value.
