BTW, I did some more playing around.  If you try to set a tag in the
workspace using Eclipse, it will fail, because Eclipse tries to set the tag
not just on the workspace, but on the entire repository (all modules).  Not
sure why it does this.

I have found that if you want to create a tag or branch, you can instead do
it from the CVS Repositories view.  This appears to do the right thing, but
I didn't run it to the end to find out.

What I had done was create a CVS workspace on icarus so I could tag from
there.  That works as a fallback, if I'm wrong about CVS Repositories view.
I'll know for sure by the next release.
