Unable to properly control the name attribute of a HTML form via the Tapestry Form component.

<form jwcid="searchForm@Form"> produces <form name="Form0">

<form jwcid="searchForm@Form" name="searchForm"> produces <form name="Form0" name="searchForm">

It is important to be able to explicitly set a meaningful HTML form name so that it can be
used by jWebUnit to write tests that based on explicit and meaningful names. Otherwise, the
tests will break, as forms are added or removed from the Web pages.
