I believe what's happening is that the "virtual location" for the specification (used to locate
the message catalog) is not in WEB-INF, but is the HTML template.

Tapestry has done this before, in 3.0; I guess the new behavior (making the specification
optional) is highlighting this issue.

I *think* the correct "virtual location" is under WEB-INF.  So if you have /foo/Bar.html,
you can create /WEB-INF/foo/Bar.properties.
