My builds were showing up in the target directory as

tapestry-${project.version}.jar
tapestry-annotations-${project.version}.jar
tapestry-contrib-${project.version}.jar
tapestry-portlet-${project.version}.jar

I fixed this by adding
	<property file="${root.dir}/project.properties"/>

to the build.xml files in framework, annotations, contrib, and portlet.
Now they look like this:
tapestry-4.0-beta-2-snapshot.jar
tapestry-annotations-4.0-beta-2-snapshot.jar
tapestry-contrib-4.0-beta-2-snapshot.jar
tapestry-portlet-4.0-beta-2-snapshot
