The property expression language can't handle embedded expressions. No property expression
of the form "prop:foo ${bar}" is expected to work. 

Instead, move your messages to the class so you can access them as properties:

{true: trueLabel, false: falseLabel}

Where trueLabel and falseLabel are methods in your page/component class:
  public String getTrueLabel() {
    return messages.get("true");
 public String getFalseLabel() {
    return messages.get("false");
