Subject Setting target version for Jiras

Contrary to what I had mentioned in the previous thread about CHANGES.txt,
it should be sufficient to set the target version to the oldest version to
which a jira is targeted. This should be sufficient since a patch does have
to go into master before it goes into an older branch.

Setting multiple versions for the target version is problematic when making
a release, since the bulk jira operation will end up overwriting the entire
target field, which causes older versions to be lost.

The Fix version on the other hand can contain all the versions to which it
is committed.
