I'd say resolving an issue is always in the hands of a committer, but
I'm with Thilo on reopening being a perfectly valid operation for a
contributor when the issue in fact wasn't completely solved yet.

Of course, if the later problem is not within the scope of the
original issue or if an alternative implementation is being proposed,
then opening a separate issue is more appropriate. But in this case
(TIKA-11) I think Keith's action was perfectly valid.
