Subject Do we want a CREDITS.txt file?

Hi Tika people,

Now that the @author tags are gone, do we want such a file to
acknowledge "important" or "exceptional" contributions (whatever that
means)?

We could also put this info in a "credits" section in README.txt.

There's the example from Cocoon at
http://svn.apache.org/repos/asf/cocoon/branches/BRANCH_2_1_X/CREDITS.txt

I'm thinking only of the "Community Credits" part of that file, I
think the "Credits of included software" part goes into the NOTICE.txt
