In revision 1044313 I modified the ServiceLoader class to parse the available service provider
files and instantiate the listed provider classes directly instead of using the imageio ServiceRegistry
class for that. This way we can better catch and ignore load errors related to individual
classes.

In revision 1044362 I added an initial version of the policy idea suggested by Nick.

Comments welcome on both changes. We might also want to extend this to cover the parser class
loading done in the TikaConfig class when dealing with explicitly provided tika-config.xml
files.
