Unfortunately this looks like an issue with the Drew Noakes library, possibly in this file:
http://code.google.com/p/metadata-extractor/source/browse/trunk/Source/com/drew/metadata/exif/GpsDescriptor.java

Shall I investigate further or are there plans to move away from this library?

We do have the OK to use the photo in a test suite, but it's possibly a bit big as-is so we
may need to resize it whilst preserving the exif data for a unit test.
