The issue is that the JRE doesn't support UTF-7. See http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=4304013
for details.

Also Unicode-1-1-utf-7 is supposedly obsolete - the sender should be using UTF-7.

Finally, this is an upstream issue, as the error is being thrown by POI. So we couldn't fix
it in Tika even if we wanted to, unfortunately.
