Longer term, we want to move instance-specific config out of Parser Context objects, and onto
constructors etc (including Config XML support).

The contract for the Parser objects is that they're used to do document-specific changes/configuration.
While there are cases, like this, where they also get (ab)used for instance config (eg normally
static paths), while they're on the Parser Context, we need to handle the cases of them changing
