So just realized that the above code actually defaults to IGNORE which is what the ServiceLoader
does with the org.apache.tika.service.error.warn property.  Since the ServiceLoader defaults
to IGNORE should we do the same or flip it?  If we flip it then that makes the choice for
a new property much easier :).
