   Opencv can be installed with miniconda. There shouldn't be any issue. I've done that multiple
times. So to be sure, I built your dockerfile, replacing anaconda with miniconda, I could
successfully built it, then I sshed into the docker and checked whether Opencv is installed
and it was.
