I've added the {{ossindex-maven-plugin}} to {{tika-parent}} with default {{fail}} on every
module except {{tika-nlp}} (see: TIKA-2368).

I've also upgraded the dependencies so that the build works.  Thank you [~solomax]!

I've committed/pushed to master, and I'll do the same with branch_1x once that build completes
successfully locally.
