Well Tomcat works fine for me.

Ok, sure looks like resin's to blame.  Apparently Resin packages their 
own JSTL implementation and I guess I had been laboring under the 
premise that I was actually using the apache JSTL implementation when 
resin was probably going off and using it's own, and the bug probably 
lies within their implementation.  I'm going to file a bug report with 
them.  :p
