Well, I'm tempted to chalk this up as a container bug. You can trigger the error
by forwarding to a JSP that includes the JSP containing the <x:forEach>. No need
for Struts or Tiles. For example:

xmlforward.jsp:
<jsp:forward page="${param.page}"/>

xmlinclude.jsp:
<%@ page contentType="text/plain" %>
<jsp:include page="xmlprocess.jsp"/>

xmlprocess.jsp:
...
<x:forEach ...>
...

If you request xmlforward.jsp?page=xmlinclude.jsp, you'll trigger the error.

As part of its <x:forEach> processing, JSTL appears to create a variable stack
out of all the scoped variables, parameters, init parameters, headers, and
cookies. As part of that process, it loops through the attribute names returned by:

pageContext.getAttributeNamesInScope(PageContext.REQUEST_SCOPE)

Apparently, one of those names is "javax.servlet.forward.request_uri"
(presumably created as part of the forwarding process). However, when an attempt
is made to get the value for that request attribute, effectively by doing:

pageContext.getAttribute("javax.servlet.forward.request_uri",
                         PageContext.REQUEST_SCOPE)

it turns out to be null, which triggers the exception. Obviously, that doesn't
make much sense since you really can't have attributes with null values. If you do:

request.setAttribute(name, null)

You've effectively removed the attribute.
