well several points from my experience:
1) if you replace the webapp war on the fly you expose yourself to several potential issues
(I wouldnt use it in prod)
2) can you create a feature request -> sure you can but my (maybe personal) bet is you'll
need to implement it yourself and propose us a patch since it works as expected more or less
(ie you want to prevent normal behavior in a particular case)
3) what I commonly see and what is safe for prod is to never do it in middle layer but in
front layer where you use a load balancer as a controller to switch on/off middle instances
(tomees). This also has as advantage to not require a bunch of memory just for double deployments
