TomEE(8.0.0.M3) also fails to start on NetBeans11/Windows10.

JAVA_OPTS contains carrets for escaping pipe charactors like
but in bin/catalina.bat carrets are removed at here (line 243)
rem Add OpenEJB javaagent
if not exist "%CATALINA_HOME%\lib\openejb-javaagent.jar" goto noOpenEJBJavaagent
set JAVA_OPTS="-javaagent:%CATALINA_HOME%\lib\openejb-javaagent.jar" %JAVA_OPTS%{code}
on my environment, quoting JAVA_OPTS will fix it:
set "JAVA_OPTS=-javaagent:%CATALINA_HOME%\lib\openejb-javaagent.jar %JAVA_OPTS%"{code}
i think this fix will preserve whitespaces in the path.

so when included in set "JAVA_OPTS=%JAVA_OPTS% %LOGGING_CONFIG%" it will be failed because
of pipe character. Why did you add quotes around it? In TomEE 1.7.0 it was simple this: set
JAVA_OPTS=%JAVA_OPTS% %LOGGING_CONFIG% (without quotes) and worked.
