To run a C++ component from Java, the JNI loads the UIMA C++ framework as a shared library
named "uima". On Windows, annotators built debug use the "uimaD" version of the C++ framework.


In order to tell UIMA to use the debug framework, support for a new property will be added,
DEBUG_UIMACPP, which will cause the loading of "uimaD" on Windows platforms.
