Thilo Goetz closed UIMA-1268.

    Resolution: Fixed

Fixed by falling back to UTF-8 if the encoding can't be guessed.  That may not work either,
but it'll work in more cases than the old code.  If anybody feels like taking a look at that
encoding guessing code, and replace it with something better, be my guest.  Apparently, there
are no fully standardized ways of asking an XML parser for the encoding of an XML input stream,
