Discovered working with UIMA AS, and subsequently found not to be working with core UIMA either.

Based on offline discussion between Jerry and Adam, the suggested fix was to the FC wrapper:

"The FlowControllerContainer wrapper around the FlowController object does not expose collectionProcessComplete()
method. Add a new method and delegate collectionProcessComplete to FlowController instance."
