The ProcessErrorHandler drops a CAS that arrives from a delegate late (after a timeout) without
first checking if the CAS has any children. This leads to NPE exception(s) and possible hangs.
The code should first check if the CAS has any children being processed and if so, leave the
CAS in play. The parent CAS will eventually be dropped when its last child is processed.
