If there is a second wildcard in a composed rule element construct, then that one creates
an alternative match and the first one cannot verify whether the match later on was successful.
The result is a match on all possible future alternatives.

This happens with a rule like:
CAP{STARTSWITH(Title) -> UNMARK(Title, true)} # (CW #){-> MARK(Title)} CW;
