Burn Lewis resolved UIMA-3796.
------------------------------

    Resolution: Fixed
      Assignee: Burn Lewis

OR assumes that the user that launched it is an administrator, so if ducc-mon was launched
by the same user (e.g. ducc) then it can cancel work on behalf of the submitter even if its
userid is not listed in ducc.administrators

> When the job monitor recognizes that the submitter has exited it tries to cancel the
job via duccling ... but fails if ducc is not listed in ducc.administrators. Perhaps ducc
should always have this power.
