Yes, this is a bug. Thanks for reporting it. Should be fixed in the current trunk and I also
added a test. Can you please verify that the changes work for you and if they do, resovle
the issue?

(btw, I am not happy with the current implementaiton of TRANSFER as it creates a new annotation
and is not able to use old ones. Well, there is the FILL action...)
