It has been reported that when a Job Process (JP) Croaks and later the Job goes to Completed
state, the ending time stamp for the JP is changed from the actual time it finished (as observed
via Web Server) to a time close in proximity to the Job Completion time.  

The OR should not (if it does) modify the time of an already completed JP during Job Completed
clean-up time.
