Currently the RM rejects non-preemptable work if it cannot get all the resources requested
for that work.

The proposed change is to leave the unschedulable work queued against the possibility (probability,
in most situations we have observed in practice) that resources will become available and
the job can be scheduled.

If the user does not want to leave the work queued it can be canceled manually via API, CLI,
or web server.
