Fix For: 2.1.0-Ducc
Ducc has been in the uima sandbox since its inception. It has a number of releases behind
it and is being actively developed and used. After a vote we've got a consensus to go ahead
with the svn move.
Before the next DUCC release candidate move the source to make it a regular uima project like
uima sdk and uimaFIT.
