sorts using type ordering.  However, if no type ordering is present (there is typePriority
specification in the pipeline xml). then this is a no-op.  UIMA V2 did some kind of default
type ordering in this case.  Update V3 to exclude the type ordering test if there are no type
priorities specified (for performance improvement).  Update the backward compatibility spec
to mention this difference.
