I agree it's not a great approach, better approaches welcome :) .  The docs so far have
lots of hours invested, so a new approach might want to be incremental (for new docs, say),
or include some automated migration.

The current approach produces cross-referable html and pdf forms; the pdf forms adopt book
conventions (e.g. footnotes go at the bottom of pages, links have auto-footnotes (I think,
not sure...), and more. (Docbook put quite a bit of work into this...).  It would be good
to keep these things if possible.
