IE is the stupid here, as in some situations it generates the doctype declaration into the
text returned by the "View Source" command. A good example is an empty HTTP response that
ends up being
<!DOCTYPE ...>
<HTML>
<BODY>
</BODY>
</HTML>
or something similar.

To summarize: Velocity does not generate the header. IE adds it artificially in certain situations
when it thinks the response is HTML.
