I haven't tried it but you could probably use gjc (the GNU java front
end for gcc) to compile Velocity into native code and use that if you
really wanted to.

I know that Costin (tomcat3 lead) has successfully compiled tomcat3 and
ant using gjc so I imagine that velocity would work.
