Yes, it can very easily be used outside a web-app.

All web-app&VVS specific initialization is done in the static method
velosurf.tools.VelosurfTool.initDB() :

// init log
velosurf.util.Logger.setWriter(your preferred writer for logging)

// open db
velosurf.sql.DBConnection db = velosurf.sql.DBConnection.getInstance(path to the xml config
file)

then, you just have to put a "new velosurf.context.DBReference(db)" in each of your velocity
contexts.
