So, what does ant say now, where it used to say,

I haven't built Velocity myself, but I'd wager the build.xml file is setting its own classpath
based on some user-supplied properties, and you need to set one of those to point to your
servlet JAR file(s).  (I'd bet it would go where I marked, where there's a double-colon in
the output above.)
