Hi. I had the same doubt a few weeks ago.

It depends of the version of Dreamweaver you are using.

For Dreamweaver MX, you will have to edit <DWMX
dir>\Configuration\DocumentTypes\MMDocumentTypes.xml to make it
recognize *.vm as na HTML page.

In Dreamweaver Ultradev it's easier, but I don't remember whats is
necessary to change.
