You setup an xml file like so:|

        <to 
type="redirect">/rgcip/ViewProjectFinancialSummary.vm?tabName=$1&amp;searchMesage=$2</to>
    </rule>|
</urlrewrite>


Works great for me.  Although, I may be way off the mark for what
you are actually trying to do.
