Mainly the move to JIRA, time constraints by the developers and
(admittedly) the fact that development pace has picked up only lately
with Will devoting more time to pushing the 1.5 release out.

If you are interested in the state of developer discussion and/or patch
acceptance, you are very welcome over there at velocity-dev and our mail
archive which contains all developer discussion.
