difficult to debug without viewing your code but a previous thread on this topic suggests
if you're OpenSaml libraries are endorsed

at the very least we would need to see you XML parser, SAML encrypter, SAML decrypter jar
versions before proceeding ..should be in pom.xml..what exactly from IBM are you using that
Opensource SAML does not OSGI Build? better post the MANIFEST.MF
